Malvern, PA – The Transportation Management Association of Chester County (TMACC) is proud to announce that its Executive Director, Tim Phelps, has been selected as one of City & State Pennsylvania’s 2025 Fifty Over 50 honorees, a recognition celebrating leadership, vision, and impact among Pennsylvania’s most accomplished leaders over the age of 50. The list is published by the Government Media Executive Group, highlights those whose experience and influence continue to shape the Commonwealth’s future.

Since 2012, Phelps has led TMACC, guiding Chester County’s mobility network through a period of transformation and growth. Under his leadership, TMACC has expanded ChescoBus, launched innovative multimodal programs, and built regional partnerships that promote sustainable commuting, safety, and economic opportunity. Phelps advocates for sustainability and community design, emphasizing that “transportation management isn’t just a policy term, but a lived reality that connects people, places, and opportunities.”

Long drawn to “community-building and placemaking,” Phelps previously held leadership roles with three Chambers of Commerce in the Delaware Valley. He currently serves by appointment on Pennsylvania’s Early Learning Commission and sits on the boards of the Chester County Economic Development Council and Chester County Parks and Trails. A graduate of the William Penn Charter School and Juniata College, Phelps has called Chester County home for 25 years.

He is continually putting the residents and businesses of the County at the forefront of policy and is the catalyst for many of the great projects in our region.”
