Trails as Transportation. Building the Next Commuter Network
The Transportation Management Association of Chester County (TMACC) is hosting a high-level Breakfast Briefing to examine how trail networks are evolving into viable commuter infrastructure. This session is designed to move beyond recreation and position trails as a strategic asset within Transportation Demand Management (TDM), regional economic competitiveness, and carbon reduction frameworks.
The program will bring together a cross-sector audience of elected officials, municipal leaders, planners, engineers, attorneys, academics, technology professionals, and business executives. The goal is to translate planning concepts into actionable strategies that can be implemented across Chester County and the Greater Philadelphia region.
Purpose & Objectives
- Elevate trails as a core component of multimodal transportation systems
- Demonstrate the economic and workforce mobility benefits of connected trail networks
- Explore integration of trails into land use, transit, and employer-based TDM strategies
- Identify scalable models for public-private collaboration and investment
- Advance dialogue on reducing vehicle miles traveled (VMT) and carbon emissions

The event features a keynote address by Stephen Buck highlighting Chester County’s Master plan, followed by a moderated discussion and audience engagement.
